Arunachal celebrates Silver Jubilee of Statehood

Centre to set up mountaineering institute at Dirang; state to have 2nd battalion of Scouts : Antony

ITANAGAR, Feb 21: The Centre has cleared the raising of second Battalion of Arunachal Scouts, announced Defence Minister AK Antony while addressing the celebration of 25 years of  Arunachal’s  Statehood at Indira Gandhi Park here yesterday.

Clad in Nyishi traditional attire, Antony also disclosed that the Centre has decided to set up the National Institute of Mountaineering and Adventure at Dirang in West Kameng district.

“Special emphasis is being given to the operationalization of Advance Landing Grounds which will be of immense use and importance for the locals and military,” Antony said.

Stressing the importance of a secure, non-porous international border, Antony said the proposals submitted by the state to the Prime Minister’s Office and the Planning Commission to provide connectivity to 22 unconnected administrative centres, construction of foot suspension bridges, log bridges and porter tracks in border areas, as well as providing drinking water facilities in border areas are highly relevant and will definitely be given a serious consideration.

He said that Centre was fully aware about problems being faced by the people of this land-locked state.

“It is our collective duty to look into the grievances of people, especially border areas” Antony said while assuring that the state would continue to enjoy every support from the Centre for its all round development.

He also gave emphasis on specific areas like infrastructure development, tourism, agriculture, horticulture and modernization of the police force.

Later, Antony inaugurated the five day ‘Festival of Arunachal’ being held at Indira Gandhi Park to commemorate the occasion.

Meanwhile, while addressing the issue of Chinese intrusion, Antony clarified that the border situation remains peaceful, adding that Indian security forces were on guard to counter any situation.

Antony said this while interacting with media persons on the sidelines of the Statehood Day celebration here.

He stated that in spite of 'unresolved issues', there are no signs of a conflict with China.

Antony added that the Central government was also paying serious attention to Arunachal Pradesh's security concerns. "For socio-economic development, for security we will give special consideration for Arunachal. We are strengthening our security apparatus," said Antony.

In his speech, Governor JJ Singh urged the defence minister to use his influence to get sanctioned the state government’s proposal for providing connectivity to unconnected administrative centers, water supply facilities and foot suspension bridges and porter tracks in border areas. He said that these proposals were submitted to Planning Commission in September 2010.

“While the State has made significant developments in several fields, the effective management of International Border continues to be an area which requires high priority,” Singh said.

“While the physical infrastructure development projects are now more or less on track, there is a significant gap in the potential and present levels of socio-economic infrastructure. To address this gap, my Govt. would lay focused attention on capacity building and employment generation amongst youth. A holistic approach based on a complete paradigm shift would be developed for agriculture and horticulture sector to enable maximum returns for the actual cultivators,” the governor said.

“High priority would be given to Sports sector as we have realized the potential of our youth in this sector, who have won laurels for us at the national and international level. Tourism would be promoted as an engine of growth through new projects in hitherto unexplored areas and its potential for generation of jobs for the youth optimized”.

Singh also sought technical and financial support from Centre to enable Arunachal Govt to launch a massive media campaign both print and electronic media at the national level to highlight the tourism and investment potential of the state.

The Governor greeted all the state level awardees, whose commitment for the cause of the State has been recognized by the state government.

Expressing serious concern over the prevalent tendency to call ‘bandhs’ in the state, Arunachal Pradesh Chief Minister Nabam Tuki exhorted people of the state to come out in open against such culture for all-round development of the state.

Greeting the people on the auspicious occasion, Tuki said that his government would not tolerate such culture in future and would deal with all such activities with a stern hand.

He said that his Government’s main focus would be to create sufficient job opportunities for unemployed and under-employed youth through development of hydro power, tourism, information technology sectors and creating avenues for self-employment through development of agriculture, horticulture, tea, bamboo and rubber cultivation besides industry, handloom & handicrafts.

“We have to work collectively to find ways and means by which our youth can be trained and developed their skills to find gainful employment,” Tuki said. “We are formulating policies by constituting an appropriate body such as Arunachal Employment Generation Council and also proposing to form an Arunachal Pradesh Skills Development Council,” Tuki said and added that the state government would take full guidance and support from national Skills Development Fund.

To secure the livelihood and provide legal guarantee to the work seekers, Tuki said the state would take full advantage in implementing Mahatma Gandhi National Rural Employment Programme.

Food security among people, particularly those living in remote and scattered habitation along the international border that mostly dependent of PDS, would be our topmost priority, Tuki said while informing that the functioning of PDS would be streamlined by establishing FCI depots in all district headquarters as well as launching  e-PDS software application in all the districts. He however, sought full support from FCI and central government for its success.

Tuki said his government was giving topmost priority to agriculture and allied activities to make the state self-sufficient in food grains.

“The government would facilitate farmers to enhance their income through diversification of crops and commercialization. Setting up fruit processing units, construction of laboratories for quality control and certification are under active consideration,” he said while informing that the challenges for disposal of surplus products would be looked into after streamlining the state Agricultural Marketing Board and improving the connectivity of road and air. He also said that his government would encourage the setting up of SHGs, especially woman SHGs and invite public private partnership in selected areas.

In education sector, Tuki said the state government is geared up for implementation of Right To Education in the state. “We will ensure that all schools, particularly those located in remote areas are provided with adequate infrastructure and teachers. We will try to achieve cent percent literacy during 12th plan period”, Tuki said.

To meet the demand of higher and technical education, we decided to encourage private institutions by voluntary organizations and NGOs. He informed that the Centre has sanctioned seven new polytechnic institutes one each at West Kameng, Kurung Kumey, Lower Subansiri, East Siang, Dibang Valley, Anjaw and Lohit districts. He further informed that the permanent site for the National Institute of Technology has been selected at Khampo village under Jote Panchayat of Papum Pare district.

Speaking about health sector, Tuki informed that Government will guarantee health security to the people by covering all BPL families under the coverage of Rashtriya Suraksha Bima Yojana. “We are seriously considering introduction of Chief Minister’s Personal Insurance Scheme for Arunachal Pradesh to cover death or injury to any person arising out of any accident, Tuki said.

“The state has made significant achievement in creating infrastructure for promotion of sports in the state, Tuki said while informing that a new sports policy is under active consideration to streamline the sports sector.

Tuki also said that his government would continue to promote, preserve and document the rich cultural heritage of the state. He said that a scheme called “Living Heritage” would be introduced to encourage the local artists, artisans and exponents of traditional art forms.

Meanwhile, Tuki apprised the Defence Minister that providing the basic administrative and civic services to the residents at their door step was the consistent policy of his government.

Later, Tuki submitted a memorandum to the Defence Minister apprising him of the pressing needs of the people of the state for early redressal.

Medals and commendation certificates to 48 state awardees were also given on the occasion.

Other attractions of the celebration were Sukhoi-30 fly-past over the celebration ground, motorcycle stunts with dare devil maneuvers by Army personnel, colorful cultural programmes by all the tribes of the state.

Statehood Day was also celebrated throughout the state with great enthusiasm.

At Roing, DC Garima Gupta unfurled the National Tri-colour amidst huge gathering at General Play Ground on the occasion of Statehood Day.

Addressing the gathering on the occasion, she highlighted the achievement of the district in various sectors including education, health, games and sports and other areas since its creation. She sought cooperation from all sections of people for all round development of the district.

Earlier, Swachchata Rally was also organized by District Water & Sanitation Committee (DWSC) and PHED with the slogan “Open Defecation Free Lower Dibang Valley and Clean Green Arunachal Pradesh”. Booster dose of polio drops were also administered to the children between 0-5 years of age at polio booth installed at General Ground on the occasion.

At Anini, Deputy Commissioner Abu Tayeng unfurled the national tricolor on the occasion.  

Addressing the people, Tayeng  highlighted the achievement of the district during last 25 years and urged upon all to extend cooperation to district administration for speedier development.

He distributed benefits of CM’s Disability Pension Scheme to the beneficiaries on the occasion.

An friendly football match was also played between DC-XI Team and Public Leader –XI, in which former defeated the latter.

The DC also gave away the prize to all the winners of the competitive events held on the occasion including cash reward to the best Food Stall.

The  DC participated in the “Swachchata Divas’ which was observed to bring awareness among the masses about health and hygiene.

At Yupia, the statehood day was celebrated in a befitting manner at general ground.

Deputy Commissioner Pige Ligu unfurled the national flag amidst huge gathering of officers, staff and general public of Yupia on the occasion.

In his keynote address Ligu said that the year 2012 will witness completion of many pilot projects in Papum Pare district including construction of Trans-Arunachal Highway from Yupia to Hoj-Potin, railway connectivity from Harmoti to Naharlagun.

Other similar developmental works are in the offing under various schemes in the district, he said. Ligu handed over cash amount to the beneficiaries under the Chief Ministers Disability Pension Scheme 2011-12, while Superintendent of Police Nabam Gungte  gave away the prizes to various participants of cultural teams.

At Tezu,  the Statehood day was celebrated in a befitting manner at jubilee ground. The celebration began with a Swachchata Rally which was flagged off by parliamentary secretary, PHED&WS Karikho Kri. The rally was organized to enlighten the people about cleanliness and hygiene.

While unfurling the tri-colour on the occasion, Kri  highlighted various developmental activities being taken up in the district. He also appealed to the youths and NGOs to play a constructive role in uprooting the antisocial activities/elements from the society. He also announced award of “Nirmal Gram Puraskar” to new Danglat and Danglat village. Colorful cultural presentation by various cultural troupes, march past, band display, exhibition stalls marked the statehood day celebration.

At Lekang,  the statehood day celebration began with a “Sanitation walk” organized by the PHE and WS department. This was followed by unfurling of national tri-colour by Lekang EAC HN Dubey in presence of large number of gathering including panchayat leaders, Govt officials, students and general public.

Many speakers including panchayat leaders, teachers and students addressed the gathering and highlighted the evolution of Arunachal Pradesh. A friendly volleyball match was also organized between PRI members and Govt Staff members to mark the occasion.

At Khonsa, addressing a huge gathering on the occasion of 25th Statehood Day, Parliamentary Secretary for DoTC and SWWCD, Yumsen Matey said that the state government under the leadership of Chief Minister Nabum Tuki has embarked on a number of ambitious mega projects. He urged upon the people to extend their fullest co-operation to the government adding that without the active and willing participation of the people nothing can be accomplished.  While exhorting the youth to contribute their mite towards healthy growth of the district, he also called upon the HoDs to work with missionary zeal for the welfare of the people.

The Chief Minister’s Disability Pension Schemes were distributed to 3 blind beneficiaries on the occasion. Prizes for essay competition on Total Sanitation Campaign held among students were also given away. Dancers representing all the tribes of the state enthralled the huge gathering with their sterling performances during the celebration.

Earlier in the day, a huge rally on TSC (Swachhata) was organized in Khonsa township under the aegis of PHED. The day was also observed at Kanubari, Deomali, Longding and other circle headquarters.

At Bordumsa, the Statehood day was celebrated with great pomp and show. While unfurling the national tri-colour, ZPM SN Singpho appealed to the  Govt. employees to discharge their assigned duties with honesty and sincerity and also appealed to the youths to fight against the drug abuse and alcoholism. He lauded the role of 8th Bihar Regiment in promoting the relationship between Army and public and in maintaining law and order in the sub-division.

Among others, Bordumsa ADC Kento Riba, Col. Kulbir Singh, Lt. Col P Subba, Company Commander and other personnel of the 8th Bihar Regiment were present on the occasion.

At Tawang, the  Statehood day celebration began with unfurling of national tri-colour by DC incharge, Lobsang Phunchu, ADC at the General Parade Ground.

While highlighting the various achievements made by departments in the district, Phunchu appealed to the people to preserve their own culture and heritage, flora and fauna and livestock of the district. He appealed to the local people to maintain good hospitality towards the tourists  and emphasized on exploiting hydro power potential to develop the district in particular and state as a whole.

On the occasion, the state award (Silver medal) was presented to Nawang Choeden, District Hospital, TK Mandal Pharmacist, PHC Lhou and Tsaider, Deputy range Officer, Lumla. Also award was given away to the winners of district level essay competition organized by PHED department on the Swachhata Diwas.

Earlier, in the morning, Swachhta Rally from DC’s Office to General Parade ground was organized in order to spread on the need of maintaining cleanliness.

At Pasighat, the national tri-colour was unfurled by the Deputy Commissioner Talem Tapok at the general ground amidst mammoth gathering on the occasion of the Silver Jubilee Statehood day celebration

Addressing the gathering, Tapok said Arunachal Pradesh has achieved remarkable development after it attained the statehood. He called upon the people to make East Siang a model district where peace and harmony would prevail, besides bringing development in leaps and bounds.

Highlighting the achievements of various departments of the district, he said pace of progress has been accelerated to new heights in the district.

Tapok handed over the awards and certificates to the achievers on the auspicious occasion.  

The Statehood Day was also celebrated at Ruksin with a colourful programme.

At Yingkiong, Deputy Commissioner Liyon Borang hoisted the national flag amidst a mammoth gathering on the occasion.

In his speech Borang narrated the brief history, evolution and growth of Arunachal Pradesh. On this occasion newly appointed HGBs of few villages were also announced by the Deputy Commissioner.

Later, Borang inaugurated the exhibition stalls put by various departments. Folk dance, traditional games and sports competitions  were also organized to mark the celebration.

The Day was also celebrated in all sub-divisional and circle HQs of the district.

At Dambuk in Lower Dibang Valley district, the national flag was unfurled by the Head GB of Dambuk Maktel Pertin in presence of huge gathering.

Miss Christina Lego from Dambuk HS School who recently won laurel for the state in national Science seminar and Mido Yirang from Secondary School Bizari who excelled in state and national level sports events were felicitated by Adi Bane Kebang (ABK) and Dibang Adi Students Union (DASU) on the occasion.

At Koloriang, Kurung Kumey Deputy Commissioner Rajeev Takuk unfurled the national flag on the occasion of Statehood Day celebration. He highlighted the achievements of the departments and informed the public about the future planning of the Government.

The DC also presented commendation certificate of the State Government to Political Assistant Nangram Kaha. Statehood day was also celebrated in various parts of the district.

A correspondent adds from Dirang: In the Statehood Day celebration held at Lopon Stadium at Dirang, additional deputy commissioner H. Donyi unfurled the national flag and took the rastriya salute from SSB contingent.

While greeting people on the auspicious occasion and on the eve of Lossar festival, Donyi highlighted the all-round achievements of Dirang in various fronts. For administrative convenience, he said that the circle had been upgraded to an ADC headquarter and a new circle at Thembang had been bifurcated from Dirang circle. In other developments, he highlighted establishments of Superintending Engineer (Electrical) circle, PWD Divisional Office, a Tuberculosis Hospital at Dirang village, a Mushroom Development Centre at Rama Camp, National Research Centre on Yak, Krishi Vigyan Kendriya, Kendriya Vidhyalaya, a Kasturba Gandhi Balika Vidyalaya at Salari, a Sharda Mission School at Khasso, an Industrial Training Institute (ITI), and upgradation of Dirang Secondary School to Higher Secondary School among others.  

On the occasion, school children from various schools and ladies group from many tribes presented colorful cultural items which were followed by the prize distribution ceremony.

At Doimukh, a mass tree plantation was organized at the industry office and Police station campus by Doimukh  EAC Toko Babu to mark the Silver Jubilee of Arunachal Pradesh statehood. All heads of departments, panchayat leaders, and general public, Doimukh range forest officer Chukhu Taniya and other forest personnel took part in the tree plantation programme.  Altogether 150 saplings were provided by forest department on the occasion.

At Tamil Nadu,  Arunachalee students studying in various colleges of Tamil Nadu celebrated the Statehood Day for the first time at Erikarai, Salem district of Tamil Nadu. The celebration was organized by the Arunachal Students Union of Tamil Nadu (ASUT).

Arunachalee students from various institutes of Tamil Nadu took part in various programmes including inter college volleyball tournament, songs ,quiz, dance, extempore speech competitions  which were organized to mark  the statehood day celebration. The prizes were also distributed by ASUT general secretary Bengia Ruju to the winners of various events.

The main motto of celebration of the statehood day was to unify the Arunachalee brothers and sisters studying in Tamil Nadu.

 

Popularize tea cultivation, formulate tea policy: Governor

ITANAGAR, Feb 21: Arunachal Pradesh Governor General (Retd) J.J. Singh called for popularizing tea cultivation in the state.

Presiding over a meeting of tea growers at Raj Bhavan today which was also attended by State Minister for Agriculture, Horticulture and Animal Husbandry and veterinary Setong Sena, Parliamentary Secretary, Trade and Commerce Phoshum Khimhun, Parliamentary Secretary, Environment and Forest, C.T. Mein, Trade and Commerce Commissioner M. Pertin, Additional Principle Chief Conservator of Forest L K Pait and Secretary to Governor Ankur Garg, Secretary Planning, the Governor emphasized on making Arunachal Pradesh in the Tea Map of India.

He recommended that Arunachal Pradesh should be organic tea state; it may be small but should be of high quality.

Illustrating the huge demand of organic tea in the international market, the Governor said that the tea cultivation can generate job and large employment avenues. When jobs are available our youth will not go the wrong way. He emphasized on the role of Tea Board in ensuring for implementation of tea projects and insisted on regular meetings of the tea growers along with nodal department and Tea Board officials.

Calling for Public Private Partnership and Cooperative modes in the tea cultivation, the Governor said that success stories of any northeastern State must be replicated. We must see that best practice is applied and projects must be result oriented.

The Governor recommended for constituting a committee to come up with a Tea Policy for the State and master policy for next five years.

 Taking part in the discussion, Sena gave a detail on micro plan which has been very popular amongst the small tea growers of Changlang district. Mein, who himself a tea growers highlighted the problems of the farmers.

Giving a detailed report on the action so far taken by the department of Trade and Commerce, Director Tokong Pertin informed that it has established a Tea Board Camp office at Itanagar, which was inaugurated on August 10, 2009. The department has organized tours and training for small tea growers and also conducted awareness workshops in collaboration with Indian Institute of Foreign Trade, Delhi and Kolkata.

A workshop cum demonstration programme on organic tea farming and handmade tea was conducted involving a Canada based firm ‘Fertile Ground’ at Karsingsa on May 15, 2011. It has drafted a Tea Road Map of Arunachal Pradesh but due to fund paucity, the document could not be sent to expert institutes for their comments and suggestions. Pertin further informed that the department during the current financial year, a new scheme called, ‘Sharing a Cup of Tea Mission’ is being implemented as a pilot scheme in the form of providing scientifically raised tea sapling to small and marginal tea farmers of Arunachal Pradesh.

Official from Tea Board, Assistant Director Tea Development, Tezpur, Ramen Lal Baishya informed that Arunachal Pradesh has taken a lead over other non-traditional tea growing State of NE region. At present there are 42 registered tea estate covering an area of 6717.52 hectors with a planted area of 837.39 hectors. There are 7 estates factories and 14 bought leaf tea factories. Baishya added that the concept of Self Help Group needs to be popularized amongst the small growers for betterment of quality of green leaf, streamlining the transportation of green leaf and other benefits of having such organized groups.

Representing the Small Tea Growers of the State, All Arunachal Pradesh Small Tea Growers Association President Tadak Gab highlighting the problems of the tea growers, he said that as there is no tea policy in the state, it has adverse effect on the farmers.

Assistant Director Tea Development Nipur Barman from Dibruagarh AAPSTGA Vice President Nabam Nikhia and General Secretary Sumpa Wangsa and Trade and Commerce Deputy Director S. Modi were also present in the meeting.

 

AAPSU team visits DPM School for Hearing Impaired, urges Govt to solve water crisis

ITANAGAR, Feb 21: The members of All Arunachal Pradesh Students Union (AAPSU) visited Donyi Polo Mission School for Hearing Impaired, Chimpu on the occasion of statehood day. AAPSU team led by President Takam Tatung interacted with school officials and distributed sweets to the students. AAPSU team also screened the movie “Mera Dharam Meri Maa”, the first Hindi movie of Arunachal directed by late Dr Bhupen Hazarika in the school. Large number of students, teachers and school officials enjoyed the movie. School officials shared problems of the school including water crisis with the visiting AAPSU team.

“We are getting water only through water tank vehicle which is not enough. Students are facing many problems because of water crisis. This problem has been affecting us for last many months,” told H K Sharma, Principal of the School. Further he added, “We request government to provide us fund to set up bore-well so that water problem ends. The school also do not have any vehicles and in case of emergency we have to depend on hired vehicles.”

Meanwhile, Tatung has called on state government to take care of the needs of Donyi Polo Mission School for Hearing Impaired. “This school is very special school where special children are getting education. It is the lone school in Arunachal Pradesh where hearing impaired children are being imparted education so that they can also become part of mainstream society. We appeal state government to give special attention to this school,” said Takam Tatung. He urged state government to immediately address water crisis issue and also provide a vehicle for the benefit of children.

 

Mushroom, food & nutrition and medicinal plants training prog

ITANAGAR, Feb 21: Future Generations Arunachal (FGA), Koyu Chapter organized a one-day Training cum Demonstration on Mushroom, Food & Nutrition and on Medicinal Plants at Koyu, East Siang district on February 18.

The training program was sponsored by Agriculture Technology Management Agency (ATMA), Pasighat.  Resource persons, Dr. P Raja, Asst. Professor (Plant pathology) from Collage of Horticulture and Forestry, Pasighat and Y J Lego, PTO, ATMA, Farmers Training Center, Pasighat gave practical training and demonstration on cultivation of Mushroom and shared their knowledge about the benefits of mushroom cultivation. They also shared knowledge on homemade energy drink using cereals powder like wheat, barley, millet and maize.

The main objective of the training was to create awareness, motivate and involve women groups and farmers in cultivation of mushroom and its benefits. Mushroom growing is an occupation requiring perseverance, patience, intelligent observation and a skill that can be developed only through practical demonstration knowledge and experience shared by Nika Sonam, FGA volunteer with the participants during the course time.

Earlier, Takhe Meena and Punyo Rina, Supervisors, FGA  highlighted about the training program and importance of mushroom cultivation.

Later, the organizer distributed  equipments and seeds to all the 28 trainees.

 

Know Your Legendary Artistes

ITANAGAR, Feb 21: Tari Taipodia and Sida Banor are two of the most popular singers of Arunachal who won hearts of many Arunachalees with their mesmerizing voice. Tari Taipodia, also known as Duri, was born on 31st January 1948 at Yabi village under then Siang Frontier Division, NEFA, now under Likabali circle. He did his initial schooling from Laimakhuri in Assam, Govt. H.S. School Along and graduated from JNC Pasighat in 1969. He served as junior teacher and retired in the year 2008.

His first song “DEDI NGO KOMJI NGO” in Galo was presented for first time in public on 15th August, 1961 at Aalo Club. Then the department of Field Publicity recorded his songs in 1963 and broadcasted in All India Radio, Guwahati. Later on his songs were recorded at AIR Pasighat Station on 4th Jan 1967. In 1972, when NEFA became union territory and acquired the name Arunachal he sang the song “ARUNACHAL NUNU TAPARE” (Galo) which was highly appreciated by the people of Arunachal. For his commendable services in this field of music, he was given Silver medal by BK Nehru, the then Governor of Assam in 1972. Further he was awarded the state Award as one of the best teachers of the state on 5th Sept’ 1996 at Itanagar.

Considering his immense contribution towards promotion of the tradition and culture of Galo tribe, he was felicitated by Mopin Festival Committee, Naharlagun on 5th April 2000.

He has written a book titled TANI- AGOM that contains folk tales of Galo and it was released at Likabali in the year 2001.

Born in the year 1963 at Godak village under Raga circle of Lower Subansiri District, Sida Banor did his schooling from government higher secondary school, Ziro. He started singing with AIR Dibrugarh in the year 1977. In 1979, Sida attended Assamese Bohag Bihu celebration at Jorhat and performed along side legendary singer late Dr. Bhupen Hazarika. He has recorded more than 47 songs with AIR.

 

Arunachal win Tadar Eachu Memorial Football Tournament

ITANAGAR, Feb 21: Arunachal Pradesh beat defending champion Manipur 3-2 in extra time to lift the Tadar Eachu Memorial Football tournament at NERIST ground yesterday.

The match was taken to extra time after both the teams were locked 2-2 in regulation time. Jummy Taba, captain of the Arunachal Pradesh team scored the match winner through a penalty.

Earlier, the match started with aggressive note with both the teams creating many scoring opportunities in the first half.

Arunachal team was leading the first half  2-1 with goals from Lishi Toni.

Commandant 10th ITBP Rajesh Kumar Tomar handed over the winner’s trophy and medals to the players.

The Manipur team was given runners up trophies along with medals and certificates to the players.

Witnessing the final match, Gumjum Haider, Secretary General, North East Students Organisation while emphasizing the importance of student unions in North-East, said that unlike students unions in other parts of the country student unions in the North-East are not affiliated to any political party. Any grievance of the students should be informed to the student bodies, he suggested.

Rajesh Tomar said about the importance of sportsmen spirit saying said that playing is much more valuable than winning.

The final match was also enjoyed by office bearers from various students unions, including All Arunachal Pradesh Students’ Union, Arunachal Pradesh Scheduled Tribe Students Union, All Lower Subansiri Students Union

Tawang all set to celebrate Losar

TAWANG, Feb 21: Tawang is all set to celebrate Losar festival tomorrow which marks the Monpa and Tibetan New Year of Water Dragon year 2139. The local people are busy with cleaning, painting and decorating their houses and some are busy with last minute shopping for various household items to be used during the celebration.

The Losar is considered to be the most significant festival of the Buddhist community in Tawang. The festival marks the Monpa New Year and is celebrated with great splendor and grandeur. The word Losar has been derived from two Tibetan words, ‘lo’ meaning ‘year’ and ‘sar’ meaning ‘new’. The festival is observed to ward off evil spirits and welcome the arrival of the New Year filled with happiness and prosperity. Though the New Year is celebrated on the first day of the first month of the Tibetan lunar calendar, the date varies each year.

The Monpa follow the lunisolar calendar, which means that the date is indicative of the moon phase and the time of the solar year as well. Losar, the New Year is celebrated on the first day of the first month of the calendar. The date usually falls in the months of January, February or March according to the Gregorian calendar. The date of this festival falls on 22 February in the year 2012. The festival is celebrated from the first to the third of the first lunar month. Marked with immense opulence and radiance, some people even continue with their celebrations for the next ten to fifteen days as well.

The celebrations of the New Year begin on the 29th day of the twelfth month, that is, the day before the New Year’s Eve. People get occupied with cleaning their homes and painting them new. The houses are adorned with different decorations and offerings are made known as ‘Lama Losar’. On the New Year’s Eve, a traditional noodle soup is made called guthuk. It contains dumplings made from flour and water. The dumplings are stuffed with each of nine different fortune symbols that determine the fortune of the person in the next year.

On the New Year’s Day, people rise early and dress in their finest and new clothes. They make offerings to the household shrine to pay homage to the God. This day is restricted to the immediate family members only. On the second day, people move out and visit friends and relatives. They exchange greetings and wish one another ‘tashi delek’, which means ‘good luck’. In the evening, people lit torches and move around in their homes warding off evil spirits from their abodes. The third day is marked by visits to the monasteries, shrines and stupas. Clothes and food are donated to the monks and nuns. Back home, different traditional foods are made to celebrate the occasion. DIPRO

 

Week-long celebration of Ali Aye Ligang ends

RUKSIN, Feb 21: The celebration of Ali Aye Ligang by Mising communities of Arunachal and Assam has come to end yesterday.

 The week-long celebration of the festival at Oyan village, at 10 km east from here was started on February 15 last.

On the festive occasion, thousands of Mising youths gathered at “Oiram Bori Memorial Cultural Complex” with their traditional attires and paid homage to late Oiram Bori, the pioneer of Mising art and culture.

“The Oiram Bori Trust Committee” had released a booklet containing biography of Oiram Bori, who was popularly known as “Memebr Mijing”.

Bori had innumerable contributions for the uplift of Mising communities during NEFA administration. Having an inherent quality in singing and dancing, he improved the melodious Mising Oi Nitom. He also initiated to preserve the Mising cultures for future generations.

Born in 1877 at Peneng Oyan, near present Sille village in East Siang, he did his primary education at Murkongselek (present Jonai in Assam) and later he took admission in Middle English school at Sadiya.

Oiram Bori took active role in the development of then Abor Hill district during NEFA rule. The NEFA government, following supervision of Oiram Bori prepared projects for construction of motor-able road between Oyan and Pasighat.

During the quit India movement, Oiram Bori was appointed as a member of Area development council in 1944, by the local authority. He made master plan for the entire Oyang area by demarcation of boundaries of inter village to avoid future land dispute. By formation of Murong Okum (community Hall), he insisted on the villagers to hold development meeting. He breathed his last at Oyan, his native village in 1964.

 

Borang inaugurates primary school

PASIGHAT, Feb 21: The 39-Mebo MLA Ralom Borang visited Bogong Village and inaugurated a newly constructed primary school building, upgrading from Education Grant Scheme (EGS) to primary standard.

Addressing the gathering, Borang emphasized on quality education and urged the villagers to donate more lands for future prospect/extension of school compound and also to monitor the developmental activities for effective functioning of the school.

Responding to a memorandum submitted by the villagers, Borang assured that all genuine demands would be considered and further stated that classroom materials like blackboard, text books, furniture etc would be provided by the DDSE soon.

He further informed that efforts are on for construction of road, bridges, village electrification and proper drinking water facilities to every village.

Earlier, DC Talem Tapok, highlighted the importance of education and exhorted the parents to educate their children.

He stressed on land registration to prevent land encroachment and assured to visit the school in near future to look into the other infrastructural need of the school. He urged the teachers and students to be sincere, dedicated and punctual.

He also urged the Gaon Burahs to be more reasonable, loyal and impartial while delivering justice at village level.

Block President Todol Pertin appealed to the school management committee and the teachers to provide quality education to the students by uplifting the standardization of teachings for the bright future of the school children.

The said four-room school infrastructure was funded by SSA and constructed at a  cost of Rs 13 lacs.

Allegation aimed at misleading people’

ITANAGAR, Feb 21: Reacting to All Tali Pipsorang Capital Dweller Welfare Association (ATPCDWA)’s claim that two persons were sustained grievous injury when a group of miscreants allegedly attacked them on February 18 morning at Nirjuli near NERIST complex, All Singhi Welfare Association (ASWA) today termed it as baseless allegation to mislead the public.  

ASWA claimed that the said persons were illegally occupying the private agriculture land located upper side of Nirjuli by destroying cultivated bamboos, orchards and other medicinal plants which it said was under the possession of the land owner since 1980s.  

It said the matter was reported to the authority along with FIR at Nirjuli police station but no action was taken by the law enforcing agency, ASWA claimed.

It claimed that the incident occurred when a group of people believed to be encroacher attacked the family members of the land owner with lethal weapons when they were returning from the said agriculture field. However, the persons were injured when they retaliated in self defense.

Meanwhile, Tara-Ku Welfare Society (TKWS) condemned the attack and demanded for immediate arrest of the culprits. It said despite an FIR was lodged with police against the culprits no arrest has been made so far, the society lamented.

Assam Rifles contributes medical equipments

ITANAGAR, Feb 21: 19 Assam Rifles contributed medical equipments under its military Civic Action programme to the Primary Health Centre, Lazu today.

The medical equipments were handed over by Colonel Prashant Kumar, Commandant 19 Assam Rifles to Michi Tanyang Lazi, officer-in-charge the Primary Health Centre at an impressive function.

While handing over the medical equipments Colonel Prashant Kumar expressed the commitment of Assam Rifles for the welfare of the people of Tirap district. The health staff of Raja Health Centre and GB of village Lazu attended the function.

Meanwhile, the doctors of Primary Health Centre hoped that the equipments will improve the standard of medical treatment being given to the villagers of Lazu circle. The villagers also expressed their gratitude to Assam Rifles and urged the Commandant to continue such assistance in near future.

 

Losar greetings

ITANAGAR, Feb 21:  Arunachal Pradesh Governor General (Retd) J.J. Singh has conveyed his warm greetings and wishes to all the people of Arunachal Pradesh on the festive occasion of Losar.

In his festival message, the Governor has expressed his hope that Losar which heralds the beginning of Monpa New Year usher-in peace and prosperity for all.

Chief Minister Nabam Tuki also greeted the people on occasion of Losar, the New Year festival of the Monpas of West Kameng and Tawang districts.

“Tashi Delek,” he said in a message today and expressed hope that the teachings of Lord Buddha and the Dalai Lama of compassion and love for all would prevail upon the people through this festival for eternity.

The Chief Minister, who had been to Bodh Gaya to attend the Kalchakra recently, asserted that the world without compassion, serenity and love would be impossible to live in, therefore celebrating Losar every year, he felt, would remind the people of the human values preached by Buddhism and make the world worth living.  “We are celebrating Festival of Arunachal. Yesterday was Mahashivratri, one of the most important festivals of the Hindus, and tomorrow our Monpa brethrens would celebrate Losar. This amplifies the cultural and religious unity of our state. I wish all on these auspicious occasions. Let peace prevail through our festivals!” he added.

Meanwhile, Tourism and RWD Minister Pema Khandu also conveyed his greetings on occasion of the New Year of the Monpas.

“I sincerely pray that this 2139 Water Dragon year would be a prosperous and peaceful one for not only the Monpas but every religion and community of the state as well as the world,” he said in his message to the people.

 

House gutted in lightning

ITANAGAR, Feb 21: One dwelling house was burnt to ashes when a lightning struck it at Ralling village under Mebo sub-divison in East Siang district on Saturday night. The house owner Atom Yommin sustained severe injuries with fracture bone.  He was now undergoing treatment at District Hospital.

The valuable house-hold items including local ornaments and cash amount of Rs 56,000 were gutted in fire. When contacted additional deputy commissioner Mebo confirmed the incident while adding that damage assessment report will be soon submitted to higher authority. Meanwhile All Mebo Circle Students Union today urged the government to provide immediate relief to the victim family.

 

Swachchata Rally organized to mark the Silver jubilee celebration of statehood

ITANAGAR, Feb 21: Papum Pare District Water and Sanitation Committee (DWSC) and PHE & WS Division jointly organized ‘Swachchata Rally’ at Doimukh, Balijan, Kimin, Tarasso, Banderdewa-Karsingsa, Sagalee, Mengio, Leporiang and Toru administrative circles to commemorate the 25th statehood day celebration on February 20. Large number of people including government staff, school children and teachers, PR members took part in the rally shouting the slogans ‘Clean Arunachal Healthy Arunachal’, ‘Open Defecation-Shame! Shame!’ etc. to drive home the point that the society as a whole needs to do away with open defecation in order to eradicate all sorts of diseases emanating from such ill practices and that everybody should construct and use sanitary toilets.

 

Society extends helping hand to needy persons

ITANAGAR, Feb 21: Orphan  Trust Society  awarded  cash and certificate  to three local Thela Pullers, namely Takio Dai, Tari Dai and Gyalo Gumsar  of Upper Subansiri  to encourage the indigenous  people in such profession. The award were given by MLA Tapen Siga in the presence of  Deputy Commissioner  Upper Subansiri on the occasion of  Statehood Day  yesterday.

Orphan Trust Society appealed to all sections of the people  of Arunachal Pradesh  to  encourage professions like Thel Puller, Rickshaw  pulling etc. It also  appealed to the  authority  to  select  such  hard labourers for PMEGP scheme and other deserving candidates only.

 

ITBP conducted free medical camp

ITANAGAR, Feb 21: The 31st Bn Indo Tibetan Border Police conducted free medical camp under its civic action programme at Borum village in Papumpare district on Saturday. More than hundred of people of the village were benefitted by the free check up, consultation and eye vision test during the health camp.  Inspector General and DIG medical Dr. A.K Singh and Mahesh Kalawat attended the function.

 

Regularization demanded

ITANAGAR, Feb 21: In its representation to Health and Family Welfare Minister, All Arunachal Pradesh Multipurpose Workers’ Association (AAPMWA) today demanded for the regularization of 356 multipurpose workers working under national vector borne disease control programme.  It said that earlier the association submitted a representation to the department on October last on its demand.  Further it also urged the health department to release seven months salary of multipurpose worker saying the workers have been working without salary since June 2011.

 

Fire accident averted

ITANAGAR, Feb 21: A major fire accident was averted before the arrival of Union Defense Minister A.K Anthony at Raj Bhawan helipad ground when Indo-Tibetan Border Police personnel doused the forest fire broke out near helipad ground here on Monday. The fire broke out from near by bamboo groove approximately 400 meters away downward was believed to be set by nearby dwellers. This was informed by   ITBP commandant (staff) in a release here this evening. However no human casualty and property was lost in the accident, release added.

 

Arrest culprits or faces agitation

ITANAGAR, Feb 21: Reiterating its earlier demands, All Arunachal Pradesh State Transport Employees Welfare Association (AAPSTEWA) demanded for the earliest arrest of the culprits responsible for setting fire three APST buses on 4th February. It also demanded the authority for exemplary punishment against arsonists.  Further association sought immediate relief fund to replace charred buses and demanded the government to provide security for the safety of employees and government properties.

It said the proposed agitation was suspended after assurance from the Chief Minister for strong action against law defaulters. Setting deadline till 25th February next, AAPSTEWA cautioned the authority that failing to fulfill their demands would compel them to launch rigorous agitation by calling 36 hours Chakka bandh and tool down bandh.

 

Pre-Nyokum celebrated

ITANAGAR, Feb 21: Eyebee Village Welfare Committee under Kimin circle of Papum Pare district celebrated pre-Nyokum cum village foundation day with a colourful manner on Friday last.  Attending the function Tai Tayu former Anchal Samity Member suggested the villagers to devote themselves in sustainable agriculture. APO District Rural Development Agency  Kipa Gangung  called upon panchayat leaders and villagers to cooperate developmental activities.

 

Coaching for clerical jobs

PASIGHAT, Feb 21: A twenty days long training program for clerical jobs was inaugurated by ADC SC Debnath at JN College here today.

DA appeals traders to withdraw proposed dharna

SEPPA, Feb 21: East Kameng district administration has requested the EKCCI president to drop the proposed dharna on  February 22 since the administration is making all sincere efforts to apprehend the culprits involved in recent  destruction activities in Seppa.

DC Tope Bam also appealed to the traders and public to provide the required clues which can enable the arrest of miscreants.   However, he said efforts are on to nab the culprits at the earliest.

The DC further said that he came to know about the incident on Feb 10 and immediately directed the district Police authority to speed up the investigation process and apprehend the culprits.

EKCCI president was intimated in writing on February 19 regarding sincere efforts of the district administration to get the investigation completed immediately and also requested to co-operate in  providing the required clues to the investigating agency, the administration said.  DIPRO

 

Lowang on whirlwind tour to his constituency

KHONSA, Feb 21: MLA Kamthok Lowang accompanied by HoDs began his whirlwind tour to his constituency.

While addressing the villagers Upper Kolam and Tutnu villages, he advised them  to co-operate with the executing agencies of various developmental projects in the area and also urged upon the local contractors not to compromise with the quality of work and complete the work on time.

The MLA further advised the parents to take proper care of their children’s education and appealed to the youth to shun opium addiction as it only brings doom and destruction.

He further asked the villagers to take up agriculture and horticulture activities in large scale to augment their economic income.

The villagers of Thungjang and Nogna also attended the meeting. During his extensive tour the MLA will monitor various government schemes and also assess the development in the villages. DIPRO

 

Capacity building training prog on adventure sports

ITANAGAR, Feb 21:  A  month long capacity building training on adventure sports on the theme, “White Water River rafting and guide training” will begin at Seppa from March 7. The experts in white water river rafting from Sikkim has been roped in to impart the training to the youths of East Kameng district.

 

APCTA general conference held

ITANAGAR, Feb 21: Arunachal Pradesh College Teachers’ Association (APCTA) organized its 5th General Conference at Dera Natung Govt. College, here today.

Speaking on the occasion, Dr. Joram Begi, Director, Higher & Technical Education shared his nostalgic reminiscences of his long association and attachment with APCTA. He highlighted the facilities given to the college teachers’ by the Government especially about the implementation of the 6th Pay Commission.  At the same time he called upon the college teachers to imbibe better work culture and to live up to the expectations of the society while discharging their duties and responsibilities.  

DNGC Principal Tomar Ete opined that there should be a threadbare discussion both in the general conference of APCTA and also in the ensuing two-day conference of Higher  and Technical Education on the University’s proposal of introducing semester system in the degree colleges of Arunachal Pradesh.          

Earlier, APCTA general secretary Joram Muthu highlighted the activities and achievements of APCTA and submitted a memorandum demanding implementation of 5 days’ work- provision in accordance with UGC-guidelines.

Joint Secretary, DNGC-unit Eli Doye, and Assistant Professor of History at DNGC  Dr. Jommi Loyi also spoke on the occasion.

Apart from these, the house discussed on various issues concerning to college-teachers of the state and unanimously resolved to pursue the government for implementing the 5 days’ week in tune of the UGC-guidelines as RGU, NERIST, NIT and all the Government offices have 5 working days in a week.

 

Pulse Polio immunization camp

ITANAGAR, Feb 21: 138 Battalion, Central Reserve Police Force organized Pulse Polio immunization camp at its Sinkiview camp on February 19.

The camp was inaugurated by Second-in-Command 138 Bn, CRPF Rajmukut Kerketta and attended by Dr. CM Ngullie, CMO, senior officers of the Battalion and medical officer Dr. Opok Pertin of Itafort dispensary.

Altogether 116 children of the area were immunized during the camp.

Efforts to promote global organic market

The United Nations plans to help farmers from the emerging economies, which almost account for 80 per cent of the farmers worldwide, to expand their international market for organic products, by providing them with practical means to overcome technical barriers in marketing their produce.

In 2002, a partnership between the UN Conference on Trade and Development (UNCTAD), the UN Food and Agriculture Organisation (FAO) and the International Federation of Organic Agriculture Movements (IFOAM) first established a joint effort to promote access to the global organic market.

According to UNCTAD, there are currently an estimated two million certified organic farmers worldwide, 80 per cent of which are in developing countries. In addition, developing countries account for 73 per cent of land certified for organic beekeeping and the collection of plant products grown in the wild.

According to a study report of the Food and Agriculture Organization,  India had 1,426 certified organic farms producing approximately 14,000 tons of organic food / produce annually in 2003.  In 2005, as per Govt. of India figures, approximately 190,000 acres (77,000 hectares) were under organic cultivation.

In a nod to sustainable agriculture, organic farming relies on healthy soils and active agro-ecological management rather than the use of artificial pesticides and fertilizers, which can often have adverse effects on the environment, agricultural workers, and consumers.

The news item" Student bring laurel to school" is encouraging and I wish Christina, the principal, teachers and her parents for their selfless and untiring efforts to bring back the age-old and golden glory of Dambuk higher secondary school, the producer of first IAS, MBBS and engineer of the entire state. The education department should take extra care and nourish each and every rare talented child like Christina to boost future human resource development.

A handful cannot decide the future of the foothill areas

Dear Editor,

This is an attempt to let the District Demand Joint Action Committee (DDJAC) to lead the movement for creation of Lower Siang district in a right direction. There was a public Hearing on 16th February , 2012 at Likabali by the High Power Committee(HPC) led by  its chairman Hari Krishna Paliwal, Principal Secretary (Power & Coordination).

In my view the Public Hearing by HPC was mainly to gather the ground facts for the preparation of the feasibility report keeping the grievances of the foothill area in priority. But to our dismay the general public was led to darkness by the DDJAC chairman and its members. The youths misguided by the leaders threatened to throw stones at the general public whoever attends the Public Hearing. So the boycott of the Public Hearing was not by will of the mass but by the threatening and misguidance of the DDJAC members.

We know that it is a genuine effort and long pending demand of the foothill areas for the creation of the Lower Siang district with its headquarter at the foothill area. The movement was mainly started years back by the people of 28th Likabali constituency and 36th Nari-Koyu. Many leaders and bureaucrats have come and gone but the long pending demand has not yet been fulfilled and the deprived foothill areas are yet to be given justice.

The inclusion of the 29th Basar constituency is a new approach and its demand for the district head quarter at Basar is a selfish and baseless demand. Even the people of Basar constituency know that the demand of the foothill areas is genuine. They understand that the fellow brethrens have grievances like the boundary dispute, lack of infrastructures and socio-economic backwardness and so on in the foothills. Whoever dips into this movement will see and say that the demand of the foothill areas is the most prior and genuine demand.

Then why can’t we convince the Government in a more positive approach by leading the mass in a right direction.

Every public of the foothill area remembers that Chief Minister in his median visit toLikabali told outcome will depend on the report of the HPC for the creation of the new district. Then why didn’t the DDJAC members let the HPC members hear the grievances of the mass of the foothill area. The movement won’t come out successful by doubting the dignity of the IAS officers of our government.

In fact half of our government representatives were in our locality to address our grievances and facts. But the misguidance and misconception of the DDJAC chairman and its members have led to loss of opportunity.

Instead of threatening and misguiding the mass they could have encouraged the general public to give a warm welcome to the HPC and place the foothill public’s demand before them. If the HPC do not understand the genuine demand of the foothills and does not prepare a genuine report then thereafter only we can go for ‘do or die’. The general public could have been brought to light by the Public Hearing and the protest with its demand could have been more intensified by the involvement of the mass. A section of the mass cannot decide the future of the foothill areas. Let there be mass involvement with a full general awareness of the present movement. The strikes or bandh calls should be decided after the involvement of the mass only. The leaders of DDJAC or a section of the people from Likabali should not decide when to strike rather all the intellectuals, GBs, PRI members, youths and villagers of the foothills must be involved in the movement. Adding some ground facts I would like to tell the DDJAC that they only cannot decide and fix where the headquarter of the new district should be located at the foothills. The demand of the DDJAC with its headquarter at Siki Rima may not be genuine in general perspective of the public of Likabali constituency. The no man’s land at Siki Rima may not be accepted by people of Kangku , Sibe, Gensi and Likabali. There are two options for the district headquarter at the foothills namely the Siki Rima and Jaji Rijo at Siji. The Siji proposal is not supported by the DDJAC but the land owners have donated 400 hectres of land at Jaji Rijo which is just around 3km away from the Likabali-Aalo BRTF road. The accessibility and the midpoint of the 28th Likabali constituency is the Jaji Rijo at Siji village jurisdiction and hence it seems to be the most feasible location for the development of district head quarter. The deprived people of Kangku, Sibe, Gensi  and Likabali can have all the facilities in just few minutes or hours of ride or drive if Siji is made the headquarter. But in case of Siki Rima people of 28th Likabali will have to face lots of hurdles after a long drive through NH 52 Assam. Even in technical point of view Siji will be much lower in terms of investment for the development of infrastructures in a new district. There are many more advantages for the people of Likabali constituency if Siji comes out to be the new district head quarter. The DDJAC comprising a group of 15-20 people cannot decide our district head quarters at Siki Rima on behalf of Dipa, Seren and Nari-Koyu. They should keep in mind that majority has not given any consent at Siki Rima.

DDJAC is misleading and have kept the general public of Likabali constituency in darkness by boycotting the Public Hearing. I would like to pray the HPC members to treat their act as childish one as they are not the general voice of the foothill areas nor they have consulted the general public and the intellectuals for their activities. The HPC members are highly requested to consider our demand keeping in view mainly the lack of socio-economic development and boundary problems.  I appeal all the public especially the youths to refrain from strikes or bandh calls till the results of reports by the HPC members. Instead we should highlight our grievances and priority of demand through Medias and gain the sympathy of the HPC members. Let us hope that HPC will present wisely a genuine report and cite the most feasible and viable place in our foothills for the Lower Siang District Head Quarter.

Make it easier for us

Dear Editor,

This is a letter referring to the number of documents required for the job advertisements that came out at Rajiv Gandhi University.

If I am not wrong the number of document required for a certain post is four copy each of the document that we can possibly have ranging from the class 10th mark sheet along with their pass certificate to the masters mark sheet and pass certificates. Then we have the unemployment certificates and S.T not to forget the extra technical qualifications they are asking.

To add to all the woes of the applicant, the number of application forms required for a single post is four and each form is only three pages. After an unbiased calculation, the expenditure for each post results around Rs .500. I am quite optimistic that all the aspirant candidates are applying for 3 or 4 posts possible and the expenditure sums up to around a grueling 1500 or 2000 rupees.  The question here is, isn’t the price for applying for the job sounds too much?  Well, it certainly is for me and lots of my middle class pals! Why is the university seeking such ridiculous number of documents and forms? I didn’t get  a Ph.D or a computer certificate and that actually helps me in a sense otherwise I had to pay some more for the documents.

Hope the university does not torment applicants in the near future with such irrational seeking and rather try to make it easier.

The water and the bad drainage

Dear Editor,

Through this letter I want to draw the needed attention of the concerned authorities about the overflowing water due to bad drainage near the R.K. Mission Hospital gate.

Since many days there has been a rustic overflow of water out of an incomplete drain near the gate which is making the place all sludgy and dirty. Moreover the water flows to the nearby road and  is making it uneasy for the pedestrians as well as the vehicles. To add to the annoyance the water tarnished dustbin near the gate emits an unbearable smell.

Hope the authorities will look into the matter soon, so that the entrance of a hospital appears hygienic at the first place and the passerby finds a good path to walk at the very least.
