Arunachal celebrates Silver Jubilee of Statehood
Centre to set up mountaineering institute at Dirang; state to have 2nd battalion of Scouts : Antony
ITANAGAR, Feb 21: The Centre has cleared the raising of second Battalion of Arunachal Scouts, announced Defence Minister AK Antony while addressing the celebration of 25 years of Arunachal’s Statehood at Indira Gandhi Park here yesterday.
Clad in Nyishi traditional attire, Antony also disclosed that the Centre has decided to set up the National Institute of Mountaineering and Adventure at Dirang in West Kameng district.
“Special emphasis is being given to the operationalization of Advance Landing Grounds which will be of immense use and importance for the locals and military,” Antony said.

Antony said this while interacting with media persons on the sidelines of the Statehood Day celebration here.
He stated that in spite of 'unresolved issues', there are no signs of a conflict with China.

He also said that his government would encourage the setting up of SHGs, especially woman SHGs and invite public private partnership in selected areas.
In education sector, Tuki said the state government is geared up for implementation of Right To Education in the state. “We will ensure that all schools, particularly those located in remote areas are provided with adequate infrastructure and teachers. We will try to achieve cent percent literacy during 12th plan period”, Tuki said.
To meet the demand of higher and technical education, we decided to encourage private institutions by voluntary organizations and NGOs. He informed that the Centre has sanctioned seven new polytechnic institutes one each at West Kameng, Kurung Kumey, Lower Subansiri, East Siang, Dibang Valley, Anjaw and Lohit districts. He further informed that the permanent site for the National Institute of Technology has been selected at Khampo village under Jote Panchayat of Papum Pare district.
Speaking about health sector, Tuki informed that Government will guarantee health security to the people by covering all BPL families under the coverage of Rashtriya Suraksha Bima Yojana. “We are seriously considering introduction of Chief Minister’s Personal Insurance Scheme for Arunachal Pradesh to cover death or injury to any person arising out of any accident, Tuki said.
“The state has made significant achievement in creating infrastructure for promotion of sports in the state, Tuki said while informing that a new sports policy is under active consideration to streamline the sports sector.
Tuki also said that his government would continue to promote, preserve and document the rich cultural heritage of the state. He said that a scheme called “Living Heritage” would be introduced to encourage the local artists, artisans and exponents of traditional art forms.
Meanwhile, Tuki apprised the Defence Minister that providing the basic administrative and civic services to the residents at their door step was the consistent policy of his government.
Later, Tuki submitted a memorandum to the Defence Minister apprising him of the pressing needs of the people of the state for early redressal.

Popularize tea cultivation, formulate tea policy: Governor
ITANAGAR, Feb 21: Arunachal Pradesh Governor General (Retd) J.J. Singh called for popularizing tea cultivation in the state.
Presiding over a meeting of tea growers at Raj Bhavan today which was also attended by State Minister for Agriculture, Horticulture and Animal Husbandry and veterinary Setong Sena, Parliamentary Secretary, Trade and Commerce Phoshum Khimhun, Parliamentary Secretary, Environment and Forest, C.T. Mein, Trade and Commerce Commissioner M. Pertin, Additional Principle Chief Conservator of Forest L K Pait and Secretary to Governor Ankur Garg, Secretary Planning, the Governor emphasized on making Arunachal Pradesh in the Tea Map of India.
He recommended that Arunachal Pradesh should be organic tea state; it may be small but should be of high quality.
Illustrating the huge demand of organic tea in the international market, the Governor said that the tea cultivation can generate job and large employment avenues. When jobs are available our youth will not go the wrong way. He emphasized on the role of Tea Board in ensuring for implementation of tea projects and insisted on regular meetings of the tea growers along with nodal department and Tea Board officials.
Calling for Public Private Partnership and Cooperative modes in the tea cultivation, the Governor said that success stories of any northeastern State must be replicated. We must see that best practice is applied and projects must be result oriented.
The Governor recommended for constituting a committee to come up with a Tea Policy for the State and master policy for next five years.
Taking part in the discussion, Sena gave a detail on micro plan which has been very popular amongst the small tea growers of Changlang district. Mein, who himself a tea growers highlighted the problems of the farmers.
Giving a detailed report on the action so far taken by the department of Trade and Commerce, Director Tokong Pertin informed that it has established a Tea Board Camp office at Itanagar, which was inaugurated on August 10, 2009. The department has organized tours and training for small tea growers and also conducted awareness workshops in collaboration with Indian Institute of Foreign Trade, Delhi and Kolkata.
A workshop cum demonstration programme on organic tea farming and handmade tea was conducted involving a Canada based firm ‘Fertile Ground’ at Karsingsa on May 15, 2011. It has drafted a Tea Road Map of Arunachal Pradesh but due to fund paucity, the document could not be sent to expert institutes for their comments and suggestions. Pertin further informed that the department during the current financial year, a new scheme called, ‘Sharing a Cup of Tea Mission’ is being implemented as a pilot scheme in the form of providing scientifically raised tea sapling to small and marginal tea farmers of Arunachal Pradesh.

The main objective of the training was to create awareness, motivate and involve women groups and farmers in cultivation of mushroom and its benefits. Mushroom growing is an occupation requiring perseverance, patience, intelligent observation and a skill that can be developed only through practical demonstration knowledge and experience shared by Nika Sonam, FGA volunteer with the participants during the course time.

ITANAGAR, Feb 21: Tari Taipodia and Sida Banor are two of the most popular singers of Arunachal who won hearts of many Arunachalees with their mesmerizing voice. Tari Taipodia, also known as Duri, was born on 31st January 1948 at Yabi village under then Siang Frontier Division, NEFA, now under Likabali circle. He did his initial schooling from Laimakhuri in Assam, Govt. H.S. School Along and graduated from JNC Pasighat in 1969. He served as junior teacher and retired in the year 2008.
His first song “DEDI NGO KOMJI NGO” in Galo was presented for first time in public on 15th August, 1961 at Aalo Club. Then the department of Field Publicity recorded his songs in 1963 and broadcasted in All India Radio, Guwahati. Later on his songs were recorded at AIR Pasighat Station on 4th Jan 1967. In 1972, when NEFA became union territory and acquired the name Arunachal he sang the song “ARUNACHAL NUNU TAPARE” (Galo) which was highly appreciated by the people of Arunachal. For his commendable services in this field of music, he was given Silver medal by BK Nehru, the then Governor of Assam in 1972. Further he was awarded the state Award as one of the best teachers of the state on 5th Sept’ 1996 at Itanagar.
Considering his immense contribution towards promotion of the tradition and culture of Galo tribe, he was felicitated by Mopin Festival Committee, Naharlagun on 5th April 2000.

Tawang all set to celebrate Losar
TAWANG, Feb 21: Tawang is all set to celebrate Losar festival tomorrow which marks the Monpa and Tibetan New Year of Water Dragon year 2139. The local people are busy with cleaning, painting and decorating their houses and some are busy with last minute shopping for various household items to be used during the celebration.
The Losar is considered to be the most significant festival of the Buddhist community in Tawang. The festival marks the Monpa New Year and is celebrated with great splendor and grandeur. The word Losar has been derived from two Tibetan words, ‘lo’ meaning ‘year’ and ‘sar’ meaning ‘new’. The festival is observed to ward off evil spirits and welcome the arrival of the New Year filled with happiness and prosperity. Though the New Year is celebrated on the first day of the first month of the Tibetan lunar calendar, the date varies each year.
The Monpa follow the lunisolar calendar, which means that the date is indicative of the moon phase and the time of the solar year as well. Losar, the New Year is celebrated on the first day of the first month of the calendar. The date usually falls in the months of January, February or March according to the Gregorian calendar. The date of this festival falls on 22 February in the year 2012. The festival is celebrated from the first to the third of the first lunar month. Marked with immense opulence and radiance, some people even continue with their celebrations for the next ten to fifteen days as well.
The celebrations of the New Year begin on the 29th day of the twelfth month, that is, the day before the New Year’s Eve. People get occupied with cleaning their homes and painting them new. The houses are adorned with different decorations and offerings are made known as ‘Lama Losar’. On the New Year’s Eve, a traditional noodle soup is made called guthuk. It contains dumplings made from flour and water. The dumplings are stuffed with each of nine different fortune symbols that determine the fortune of the person in the next year.
On the New Year’s Day, people rise early and dress in their finest and new clothes. They make offerings to the household shrine to pay homage to the God. This day is restricted to the immediate family members only. On the second day, people move out and visit friends and relatives. They exchange greetings and wish one another ‘tashi delek’, which means ‘good luck’. In the evening, people lit torches and move around in their homes warding off evil spirits from their abodes. The third day is marked by visits to the monasteries, shrines and stupas. Clothes and food are donated to the monks and nuns. “The Oiram Bori Trust Committee” had released a booklet containing biography of Oiram Bori, who was popularly known as “Memebr Mijing”.
Bori had innumerable contributions for the uplift of Mising communities during NEFA administration. Having an inherent quality in singing and dancing, he improved the melodious Mising Oi Nitom. He also initiated to preserve the Mising cultures for future generations.
Born in 1877 at Peneng Oyan, near present Sille village in East Siang, he did his primary education at Murkongselek (present Jonai in Assam) and later he took admission in Middle English school at Sadiya.

Responding to a memorandum submitted by the villagers, Borang assured that all genuine demands would be considered and further stated that classroom materials like blackboard, text books, furniture etc would be provided by the DDSE soon.
He further informed that efforts are on for construction of road, bridges, village electrification and proper drinking water facilities to every village.
Earlier, DC Talem Tapok, highlighted the importance of education and exhorted the parents to educate their children.
He stressed on land registration to prevent land encroachment and assured to visit the school in near future to look into the other infrastructural need of the school. He urged the teachers and students to be sincere, dedicated and punctual.

‘Allegation aimed at misleading people’
ITANAGAR, Feb 21: Reacting to All Tali Pipsorang Capital Dweller Welfare Association (ATPCDWA)’s claim that two persons were sustained grievous injury when a group of miscreants allegedly attacked them on February 18 morning at Nirjuli near NERIST complex, All Singhi Welfare Association (ASWA) today termed it as baseless allegation to mislead the public.
ASWA claimed that the said persons were illegally occupying the private agriculture land located upper side of Nirjuli by destroying cultivated bamboos, orchards and other medicinal plants which it said was under the possession of the land owner since 1980s.
It said the matter was reported to the authority along with FIR at Nirjuli police station but no action was taken by the law enforcing agency, ASWA claimed.
It claimed that the incident occurred when a group of people believed to be encroacher attacked the family members of the land owner with lethal weapons when they were returning from the said agriculture field. However, the persons were injured when they retaliated in self defense.

ITANAGAR, Feb 21: Reiterating its earlier demands, All Arunachal Pradesh State Transport Employees Welfare Association (AAPSTEWA) demanded for the earliest arrest of the culprits responsible for setting fire three APST buses on 4th February. It also demanded the authority for exemplary punishment against arsonists. Further association sought immediate relief fund to replace charred buses and demanded the government to provide security for the safety of employees and government properties.

Efforts to promote global organic market
The United Nations plans to help farmers from the emerging economies, which almost account for 80 per cent of the farmers worldwide, to expand their international market for organic products, by providing them with practical means to overcome technical barriers in marketing their produce.
In 2002, a partnership between the UN Conference on Trade and Development (UNCTAD), the UN Food and Agriculture Organisation (FAO) and the International Federation of Organic Agriculture Movements (IFOAM) first established a joint effort to promote access to the global organic market.
According to UNCTAD, there are currently an estimated two million certified organic farmers worldwide, 80 per cent of which are in developing countries. In addition, developing countries account for 73 per cent of land certified for organic beekeeping and the collection of plant products grown in the wild.
According to a study report of the Food and Agriculture Organization, India had 1,426 certified organic farms producing approximately 14,000 tons of organic food / produce annually in 2003. In 2005, as per Govt. of India figures, approximately 190,000 acres (77,000 hectares) were under organic cultivation.

A handful cannot decide the future of the foothill areas
Dear Editor,
This is an attempt to let the District Demand Joint Action Committee (DDJAC) to lead the movement for creation of Lower Siang district in a right direction. There was a public Hearing on 16th February , 2012 at Likabali by the High Power Committee(HPC) led by its chairman Hari Krishna Paliwal, Principal Secretary (Power & Coordination).
In my view the Public Hearing by HPC was mainly to gather the ground facts for the preparation of the feasibility report keeping the grievances of the foothill area in priority. But to our dismay the general public was led to darkness by the DDJAC chairman and its members. The youths misguided by the leaders threatened to throw stones at the general public whoever attends the Public Hearing. So the boycott of the Public Hearing was not by will of the mass but by the threatening and misguidance of the DDJAC members.
We know that it is a genuine effort and long pending demand of the foothill areas
for the creation of the Lower Siang district with its headquarter at the foothill
area. The movement was mainly started years back by the people of 28th Likabali constituency
and 36th Nari-
The inclusion of the 29th Basar constituency is a new approach and its demand for
the district head quarter at Basar is a selfish and baseless demand. Even the people
of Basar constituency know that the demand of the foothill areas is genuine. They
understand that the fellow brethrens have grievances like the boundary dispute, lack
of infrastructures and socio-
Then why can’t we convince the Government in a more positive approach by leading the mass in a right direction.
Every public of the foothill area remembers that Chief Minister in his median visit toLikabali told outcome will depend on the report of the HPC for the creation of the new district. Then why didn’t the DDJAC members let the HPC members hear the grievances of the mass of the foothill area. The movement won’t come out successful by doubting the dignity of the IAS officers of our government.
In fact half of our government representatives were in our locality to address our grievances and facts. But the misguidance and misconception of the DDJAC chairman and its members have led to loss of opportunity.
Instead of threatening and misguiding the mass they could have encouraged the general
public to give a warm welcome to the HPC and place the foothill public’s demand before
them. If the HPC do not understand the genuine demand of the foothills and does not
prepare a genuine report then thereafter only we can go for ‘do or die’. The general
public could have been brought to light by the Public Hearing and the protest with
its demand could have been more intensified by the involvement of the mass. A section
of the mass cannot decide the future of the foothill areas. Let there be mass involvement
with a full general awareness of the present movement. The strikes or bandh calls
should be decided after the involvement of the mass only. The leaders of DDJAC or
a section of the people from Likabali should not decide when to strike rather all
the intellectuals, GBs, PRI members, youths and villagers of the foothills must be
involved in the movement. Adding some ground facts I would like to tell the DDJAC
that they only cannot decide and fix where the headquarter of the new district should
be located at the foothills. The demand of the DDJAC with its headquarter at Siki
Rima may not be genuine in general perspective of the public of Likabali constituency.
The no man’s land at Siki Rima may not be accepted by people of Kangku , Sibe, Gensi
and Likabali. There are two options for the district headquarter at the foothills
namely the Siki Rima and Jaji Rijo at Siji. The Siji proposal is not supported by
the DDJAC but the land owners have donated 400 hectres of land at Jaji Rijo which
is just around 3km away from the Likabali-
DDJAC is misleading and have kept the general public of Likabali constituency in
darkness by boycotting the Public Hearing. I would like to pray the HPC members to
treat their act as childish one as they are not the general voice of the foothill
areas nor they have consulted the general public and the intellectuals for their
activities. The HPC members are highly requested to consider our demand keeping in
view mainly the lack of socio-

Make it easier for us
Dear Editor,
This is a letter referring to the number of documents required for the job advertisements that came out at Rajiv Gandhi University.
If I am not wrong the number of document required for a certain post is four copy each of the document that we can possibly have ranging from the class 10th mark sheet along with their pass certificate to the masters mark sheet and pass certificates. Then we have the unemployment certificates and S.T not to forget the extra technical qualifications they are asking.
To add to all the woes of the applicant, the number of application forms required for a single post is four and each form is only three pages. After an unbiased calculation, the expenditure for each post results around Rs .500. I am quite optimistic that all the aspirant candidates are applying for 3 or 4 posts possible and the expenditure sums up to around a grueling 1500 or 2000 rupees. The question here is, isn’t the price for applying for the job sounds too much? Well, it certainly is for me and lots of my middle class pals! Why is the university seeking such ridiculous number of documents and forms? I didn’t get a Ph.D or a computer certificate and that actually helps me in a sense otherwise I had to pay some more for the documents.
Hope the university does not torment applicants in the near future with such irrational seeking and rather try to make it easier.

The water and the bad drainage
Dear Editor,
Through this letter I want to draw the needed attention of the concerned authorities about the overflowing water due to bad drainage near the R.K. Mission Hospital gate.
Since many days there has been a rustic overflow of water out of an incomplete drain near the gate which is making the place all sludgy and dirty. Moreover the water flows to the nearby road and is making it uneasy for the pedestrians as well as the vehicles. To add to the annoyance the water tarnished dustbin near the gate emits an unbearable smell.
Hope the authorities will look into the matter soon, so that the entrance of a hospital appears hygienic at the first place and the passerby finds a good path to walk at the very least.
